As part of the financial duties the position holder will be responsible for day-to-day accounting transactions including petty cash, bookkeeping, cash accounts and bank reconciliations.<br \/>\n\u2022 S\/he will prepare payment and receipt vouchers, including preparation of monthly financial reports.<br \/>\n\u2022 As part of the logistics duties s\/he will be responsible for arranging official travels, maintaining and updating inventory lists and any ad-hoc logistical tasks.<br \/>\n\u2022 The position holder will perform all tasks and responsibilities as per <strong>CamboDHRRA<\/strong>\u2019s internal control procedures and procurement guidelines and also as per donor\u2019s s reporting guidelines within the framework of Project\u2019s Key Performance Indicator.<\/p>\n<p><strong>Responsibilities of the position includes:<\/strong><br \/>\n<strong>Administration:<\/strong><br \/>\n\u2022 Contract Management \u2013 Prepare\/draft contract, prepare overview of contracts (paid amount, installment schedule, outstanding)<br \/>\n\u2022 Manage office correspondence<br \/>\n\u2022 Organize, document and archive relevant documentation, keep files complete and up to date and maintain quality and accessibility of archive and files, confirm administrative procedures and filing procedures as laid down in Internal Control Framework (ICF) and local law\/instructions<br \/>\n\u2022 Manage and maintain project files in line with audit compliance, ICF and archiving procedures<br \/>\n\u2022 Support to the secretariat team as required on other project related tasks not covered here for better functioning.<br \/>\n<strong>Finance<\/strong><br \/>\n\u2022 Responsible for day-to-day financial administration and analysis of financial data; checks on accurate booking of expenditure following project budget line and expenditure booking procedures.<br \/>\n\u2022 Responsible for checking and consolidating financial and non-financial data in the project administrations, provides internal and external reports following internal control procedures of <strong>CamboDHRRA<\/strong>.<br \/>\n\u2022 Manage petty cash for small frequent payments to the suppliers\/ service providers for office running utilities and facilities.<br \/>\nProcurement<br \/>\n\u2022 Process purchase of equipment and stationary items and propose maintenance and replacement when required in line with internal policy<br \/>\n<strong>Logistics<\/strong><br \/>\n\u2022 Keep an up-to-date inventory list of equipment, assets and means of transport, and the relevant contracts and leases including safeguarding of assets;<br \/>\n\u2022 Ensure routine maintenance of vehicle and office equipment; computer, photocopier, telephone, electricity, water supply, toilet is placed and functioning well. Monitor all continuing service contracts and recommend for renewal in time;<br \/>\n\u2022 Perform inventory verification at least two times a year;<br \/>\n\u2022 Ensure comfortable and functioning facilities fit for work and <strong>CamboDHRRA<\/strong> operation;<br \/>\n\u2022 Facilitate disposal for never to be used and damaged office equipment and assets.<br \/>\nSafety Security and Preparedness<br \/>\n\u2022 Determining and maintaining requirements for emergency preparedness in <strong>CamboDHRRA<\/strong> Office;<br \/>\n\u2022 Establish and maintain an inventory and records of stocks, assets and material separately ensuring easy access to everybody relevant to emergency situations and risk mitigation measures;<br \/>\n\u2022 Maintains environment by monitoring and setting building and equipment controls and ensuring preventive maintenance requirements and stock take of emergency supplies;<br \/>\n\u2022 Advising staff and visitors on all security related issues;<br \/>\n\u2022 Keeping a database on number of staff, their location, movement and communication<br \/>\ndetails to be updated on a daily basis;<br \/>\n\u2022 Establishing rules, guidelines and procedures for the safety and security of staff, assets and<br \/>\nprogram implementation activities;<br \/>\n\u2022 Documentation and update of rules, guidelines and procedures in the form of briefing notes, handbooks and other adequate documents;<br \/>\n\u2022 Establishing and negotiating contingency plans (in particular for medical emergencies and<br \/>\nrelocation or evacuation measures);<br \/>\n\u2022 Providing briefings and trainings for staff, based on the above rules, guidelines and procedures;<br \/>\n\u2022 Ensuring minimum requirements for office and vehicle safety are met;<br \/>\n\u2022 Planning, implementing and maintaining the operational setup of Security and crisis response in Office.<br \/>\n<strong>Qualifications<\/strong><br \/>\n\u2022 Bachelor\u2019s degree, in Business Administration, Finance, Procurements or Logistics Management<br \/>\n\u2022 At least five (5) years of progressive experience related to finance, procurement and logistics management in a multi-cultural environment;<br \/>\n\u2022 Substantial knowledge of standard logistics procedures and practices<br \/>\n\u2022 Demonstrated experience in ensuring compliance to existing organizational systems, processes and procedures;<br \/>\n\u2022 Good knowledge of tax rules and regulation of Government of Cambodia;<br \/>\n\u2022 Knowledge of security and risk management including ability to support rapid assessment and immediate response needs;<br \/>\n\u2022 Ability to multitask and deal with stressful situations as well as ability to work in volatile environment;<br \/>\n\u2022 Good communication and representation skills and fluency in written and oral English and Khmer;<br \/>\n\u2022 Strong IT skills and proficient in Excel, Word, Outlook, and PowerPoint;<br \/>\n\u2022 Aspiring for good service delivery with strong people centered skills, and interpersonal skills; committed, pro-active and dynamic.<\/p>\n<p><strong>Additional Information<\/strong><br \/>\n<strong>Contract Type:<\/strong> Employment Contract<br \/>\n<strong>Duty Station:<\/strong> <strong>CamboDHRRA<\/strong> Office, Phnom Penh, Cambodia<br \/>\n<strong>How to Apply:<\/strong> If you are interested, we invite you to apply by sending your CV and cover letter via <strong>info@cambodhrra.org<\/strong> by 24 December 2021.<br \/>\nFor more information on <strong>CamboDHRRA<\/strong>, please refer to our website: <strong>www.cambodhrra.org<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Job Announcement Position: Administrative and Finance Officer Cambodian Partnership for the Development of Human Resource in Rural Areas Association (CamboDHRRA) is one of the national network platforms that mobilizes agriculture-related institutions and people to work together to improve agriculture production and market linkages that benefit farmers and their communities.
